Now that you’ve done some research into your state and its legislature, the next step is to delve into the issue itself and start to work on a strategy to pass (or stop) your bill.

This assignment contains two parts. Although you will need a small bit research here, this is one of the assignments in which I will be looking for some creativity and how well you apply the lessons from the reading and lecture notes – so rely on applying what you have learned more than external sources.

PART I: INTEREST GROUP STRATEGY

Your task here is to analyze the likely interest group players who will be involved in your bill. Start with the entity you are representing. What are its resources as well as weaknesses? Analyze your group and possible coalition partners for how you plan to work together. Part of this is actual research in terms of who these groups are, who they represent and of course their relationships with legislators, while a greater part is analyzing how you can leverage those assets. Be sure to thoroughly look into all aspects and think outside of the box. Next, work on the opposition. Who are they? What will they say and do? Who can they influence? Finally, what are some things that you can do to soften, divide or flip your opposition? What are you willing to do in terms of compromises (if any) that will help your cause?

PART II: COMMITTEE AND FLOOR STRATEGY

Pick one of the committees your bill is going to be assigned to (if your bill has not yet be introduced, choose a likely committee). Prepare a complete analysis of that committee and its members. What is its culture, reputation and history of legislation? Who are the members you plan on reaching out to? Who are the supporters, opponents and swing votes? Tell me your strategy for getting the bill passed out of the committee. What are you going to do and who will you meet with? Provide details, step by step. How will you handle amendments? When the bill goes to the floor, what is likely to happen? This is not a philosophical rules discussion, but a practical exercise in getting the bill passed. How will you count votes and line up supporters? Finally, briefly explain what your strategy will be in the other chamber is as well.

GRADING RUBRIC

Your papers will be graded based on the following rubric.

  1. Answered specified questions: Paper addresses fully all the questions posed in the assignment. 30 points
  2. Integration of lecture/reading materials and analysis: Paper addresses and integrates key themes from lecture materials and pulls from these themes to assert well-argued conclusions. 40 points
  3. Writing/concise: Paper is well written, avoids grammatical and spelling errors, observes page constraints, and is succinct.10 points
  4. Creativity: Paper creatively applies lessons from parliamentary procedure and interest group strategy to find a solution in passing their bill. 20 points
