Explanation: This means that if you were to chose the health indicator of tobacco use for the state level prevention assignment, the related health indicators to tobacco use can be used in the graph in the Practice Learning assignment, (i.e. heart disease, lung cancer, etc.). In this way, there needs to be a brief rationale for the association (i.e. tobacco use increases the risk of heart disease). The gaps in the programming relates to, for example, are there enough smoking bans, smoking cessation programs, etc. in the state.
